Risk Framework

The following guarantees are enforced by construction:

• Active positions: N_active(t) ≤ N at all times
• Per-position loss: Capped by L_pos
• Total capital allocation: Does not exceed B
• Cooldown period: 3 hours after TP or SL is triggered, before opening new positions in that market
